Conditional downloading ON/OFF

Hi Bruno,

You implemented the "Conditional Downloading" = "download a file only if the local file does not exist" in the
Menu > Project > Add patents from List
... but it is an exception to the general rule. MP usually don't take into account the local files, I think.

Could you activate a button "Conditional Downloading" [On/Off] affecting any kind of downloading in general? I prefer the Conditional Downloading On because it is much more "intelligent". So if I mark all patents and I execute
Download > Download all except complete documents
then there would be downloaded just not existing files. So this way would be a good option to complete all the files of a search project.

Now "download all except complete documents" tries to download ALL files even existing files, this is a "too heavy" option, it consumes many time, bandwith and Espacenet resources ...

This button could be called also "Force Download" [Yes/No], this is the same but working with opposite idea, perhaps this idea is more clear to people.
